This nomination for the administrators and engineers who, under Emperor Augustus, established and expanded the Cursus Publicus, the state-run Roman postal system and transportation network. This was not a public service but an instrument of imperial logistics and control. It consisted of a network of relay stations (mutationes for changing horses, mansiones for overnight stays) along major roads, stocked with fresh animals, vehicles, and couriers. This infrastructure allowed official communications, tax revenues, and key personnel to move across the empire with unprecedented speed and reliability. The Builders of the Cursus Publicus integrated this system with the existing road network, solving complex problems of supply chain management for the stations themselves. It dramatically improved the central government’s ability to administer provinces, respond to crises, and project power. The system demonstrated that information velocity is a critical component of state power, and that investing in dedicated logistical infrastructure for communication is as vital as armies for maintaining a large, centralized empire. It proved that controlling the flow of information is synonymous with controlling the territory itself.
